Transportation / Traffic Engineer - Gauteng - R neg

The Project Management Unit (PMU) wishes to recruit experienced Transportation Professionals with capability in Transport Planning, Traffic Engineering and Project Management. These professionals will be seconded to municipalities in Rustenburg, Polokwane, Nelspruit and Bloemfontein. The seconded will have 2 core functions: 1. Assistance with implementation of specific projects in venue cities. These projects comprise: Pedestrian and Cycle facilities in Polokwane and Bloemfontein; a pedestrian and cycle network in Rustenburg integrated with a “safe-routes-to-school” plan, and a High Occupancy Vehicle lane in Nelspruit. 2. Assistance to the City Engineers Department in each city with the ongoing activities of the Department, including transport related preparations for the 2010 World Cup, preparation and implementation of Integrated Transport Development Plans, and other activities of the Department. The duties and responsibilities of the position include, but are not necessarily limited to: Assistance with project scoping and conceptual design of Non-motorised transport (NMT) networks and infrastructure or High Occupancy Vehicle Lanes.  Preparation of Terms of Reference for recruitment of Consultancy Services  Assistance with evaluation, selection and recruitment of Consultants in accordance with the supply chain management procedures of the Municipality  Review, comment and correction of studies, plans, designs, documents and Bills of Quantities prepared by Consultants for compliance with accepted traffic engineering principles and standards as well as relevant South African and City Standards.  To perform general traffic engineering / transport planning for the Municipality which may include design of traffic signals, signage, and pavement marking plans for Municipal projects; to perform traffic signal warrant studies, speed studies, and impact analyses;  Participate in long range transportation planning activities with other Municipal agencies including assistance with integration of transport issues in the Integrated Development Plan of the Municipality.  Liaison with other Municipal, Provincial and Central Government agencies and professional traffic related groups;  Project management of implementation of municipal infrastructure projects  To provide support to the designated Department and Manager of the Municipality  Provision of advice, guidance and on-the-job training to Municipality staff on transport related issues  Respond to and resolve difficult and sensitive citizen inquiries and complaints. Required Skills & Experience: The applicant must have demonstrated well developed people management and organizational skills; excellent networking skills; strong resource mobilization and partnering skills. Specific requirements are: A Bachelors Degree in Civil Engineering, Traffic Engineering, Transportation Planning or related area. A post-graduate qualification in traffic/transportation is desirable. Overall professional experience A proven professional record in delivering transport projects at local government level Registration as a Professional Engineer or other relevant professional bodies A strong interest in environmental issues Ability to communicate clearly in spoken and written English is essential. Experience with working in developing countries and or multi-cultural environments is desirable. Solid analytical skills and knowledge of common computer applications is essential.
